Introduction

Human Resource Management (HRM) is the local recruitment, management, and development of employees.

International Human Resource Management (IHRM) refers to the recruitment, management, and development of employees who come from other countries or who are stationed in other countries. Both have similar functions in personnel management, but IHRM also involves training and orientation of employees with different cultures, religions, and ethical values while HRM does not. While HRM is affected only by internal factors, IHRM is affected by both internal and external factors.

In IHRM, International businesses must ensure that they are just as safety and health conscious with workers abroad as they are with those at home. There is a strong need for IHRM staff to be vigilant in identifying the unique aspects of HRM programs in an international business environment that may impact the organizations potential success. It is also just as important for IHRM personnel to assess the costs and benefits of IHRM programs; the basic natures of the factors that contribute to the value added are the same as for domestic HRM activities. However, the magnitude of these costs and potential benefits may be considerably different in the international context. in addition, there are some HRM activities that should be assessed for value added that are not typically found in domestic operations.

However, Japan's tertiary industry is relatively developed, processing trade flourished, so the industry is relatively strong.
