Introduction

In the article, “The Concept of Program Reengineering”; there was a mayor who had the homeless people in heart. The mayor held a press conference to discuss some ideals he was anticipating that problem would have “gained him some brownie points”. While making his speak openly, he made a pledge and/or comment out of a political moment or social apathy. In politics the individual is known to “give the people what they want” or “tell them what they want to hear”, as to what Mayor Schell did. I truly believe Mayor Schell had the intention to keep his promise as spoken, “there will be no homeless families with children or homeless single women on the streets of Seattle” (Schell). However, due to the population of homeless in Seattle, the pledge was as if the mayor was “caught up in the moment”. Politic are moments of wishful thinking and conceptual ideals.

Analyze four (4) policy choices of Mayor Schell’s that were made as part of the strategy for the homeless.

First, the mayor pledged that there will be no homeless families with children or homeless single women on the streets of Seattle by Christmas 1998” (Schell). This caused a director of Community Services of Housing and Human Services to work much harder than usual to carry out the promise. Although, the director had some concerns regarding the pledge; he came together with the mayor to help bring the pledge to existence. Second, they emphasize services to homeless people rather than just providing beds. Third, they stressed the need for others jurisdictions to share in funding the homeless services. Lastly, they sought after the profile for each county within the Seattle area to show the range of homeless single women, families with children and male population. Within their findings, the majority of homeless people ranged from the age 22 to 44 years...
