Program Planning and Grant Proposals are directly related in many ways. Program planning is is the intricate process necessary to provide a selected service to a target population(s). It is the selection of a problem within the community, who it is affecting, and how it is to be helped; within this also needs to address where funding for the program will come, and where it goes once received. It is, essentially, the defining of relevance, need, and structure of the service/program intended. Grant Proposals are written in hopes of being rewarded with funds to support the program.

You cannot submit a Grant Proposal without having went through the program planning process; likewise, you have not completed program planning, if grant proposals have not been considered and/or submitted. They create a detailed summary of all aspects within the program, but also focus more intently on the financial aspect. Grant proposals need to show potential investors or donors that the leaders within the program have done the research and considered all variables. It is important to show the necessity for the services provided, and how the funding would be used.

Program planning basically addresses the who, what, where, why, and how; and Grant Proposals are part of the how. Who, meaning the target population, and what refers to the problem itself. Where would include location of services needed and provisions. Why, is a part of the planning process that one has to be a very informative and detailed explanation of why the program is important and different from other programs out there. How is what puts it all together and explains the functionality of the program. Although Grant Proposals are nearly the Program Plans adjusted, it is essential to understand that they are two different concepts. Program Planning is the development, and grant proposals are the part of the development and success.
