This document presents an approach to help agencies develop and implement effective IT performance measures. Patrick Plunkett with the General Services Administration (GSA) Governmentwide Policy provides a guide to help those who want to gain a further understanding of performance measurement and for those who develop and use performance measures for information technology (IT) projects.

The General Services Administration (GSA) describes effective performance measures are customer driven; give an accurate and comprehensive assessment of acquisitions, programs, or activities; minimize the burden of data collection; and are accepted and used to improve performance.

All businesses have the ultimate decision to succeed if they communicate effectively. Performance plays a major role in an organizations development for success. All components that make up an organization must have goals, objectives and iniatives for implementation and if communicated in a way where all within the organization understand, then that organization can be successful in measuring their goals and objectives. In IT, projects cannot be managed unless they are measured. Plunket says successful performance-based management depends upon the effective use of performance measures.
