1. What is the difference between Juran’s definition of Strategic Quality Management and Madu and Kuei’s definition of Strategic Total Quality Management?

According to Juran (1988), the implementation of quality programme in an organization can be phased into three main phases, namely quality planning, quality control, and quality improvement. During the quality planning stage, an organization prepares to meet the intended quality objectives. Then, quality control is designed to ensure that the quality objectives set in the planning stage are being achieved at the end of the production process. The third phase of trilogy, known both as quality improvements and Juran’s breakthrough sequence, is the means for managers to find and remedy the basic cause leading to a quality failure. In other words, the breakthrough process is used as a troubleshooting tool to keep the quality planning-control sequence running as intended. SQM (Strategic Quality Management) have systematic approach for setting and meeting goals throughout the company.

Theory of strategic total quality management was later developed as an extension of TQM, which was based on a total system view of quality viewing and competitive in firm. The key elements in SQM implementation were listed by (madu & kuei, 1993) as a following:

i. Integrity, environment issues and social responsibility.

ii. From customer needs to organization learning and sharing.

iii. Strategies that include management development, employee retention and leadership to disaster planning and crisis management training.
