THE PROBLEM AND ITS BACKGROUND

Introduction

City government of Tuguegarao is set to establish its own Solid waste management Office (SWMO) to address issues and concerns on solid waste disposal following the report receive by the officials that the city doesn`t have waste management system.

Atty. Noel Mora, city councilor , said they have already filed an ordinance creating the city`s SWMO to ensure implementation and public compliance on environmental laws, particularly the Ecological Solid Waste Management Law or the Republic act 9003.

Mora said SWM is one among the priority agenda of the present administration that is why they are also looking into crafting a system and mechanism on proper waste disposals which will mandate which will mandate every household to follow provision of the ESWM law.

According to the Philippines environment monitor (2001), waste is generated at an alarming rate- over 10 m tons of solid waste in 2000 and this is expected to increase by 40 percent at the end of the decade. With country-wide collection efficiency estimated at only 40 percent, the waste problem is expected to become worse. The country is finally armed with the necessary institutional, technical, financial and penal mechanisms to respond to the solid waste disposal predicament.
