Assignment: Evaluating Eligibility Rules

Cornerstone Community Outreach is one of the best organized shelters in the city of Chicago, Illinois. They are located in the Uptown area, where in the 1960’s three mental institutions were deinstitutionalized and many people with mental issues were put out into the street. These people make up a large percentage of the homeless that need shelter. CCO provides shelter for these and so many more. Families, mothers with children, and single people. They build families and individuals. Their mission statement is “to raise the quality of life for low-income residents of the United States and the rest of the world through social, educational and economic development programs that include: development & preservation of decent & affordable housing for the poor, job training & creation, educational & social programs, and feeding & sheltering the homeless.” (CCO, 2010)

the Chicago Coalition reports that through surveys that they have done that there are over 80,000 people that have been homeless at one time or another in the course of a year. An up to 22,000 that are homeless on any night (Homelessness, 2010.) CCO is able to service 500 men, women and children daily. They are helping a huge amount of people to begin to build a new life, a step at a time

Based on chapter 6 of the text CCO does not use the professional discretion eligibility rules because their caseworkers have to have training but they are not required to have a degree in social work. But in a way they do use professional discretion because the psychological counselors have to have a degree in order to help adults, teens, and child. They are bound to judicial decision eligibility rules. CCO uses eligibility by judicial decision to help prevent rules that they could not help certain people. Anyone who comes to CCO for help are welcome to come and receive the help that they need....
