1. Introduction

All governments would like to govern their state or community smoothly. This is one of the main reasons for using e-Governance in 2014.

Electronic Governance use Information Communication and Technology to enhance and improve the lives of others.

In order to achieve the above, a government needs to implement “good governance and improve public service” (Lesame, 2012: 113).

E-Governance is used “to promote good values in society” (Lesame, 2012:113) and insures that the public can contact and demand satisfaction in all areas of government.

We look at the way E-Governance change the way Governments look at governing their state or community.

2. What does Governance mean?

The term governance explained by (Reader’s Digest. 1987.) is as follow:

1. The act, process, or power of governing government and authority.

2. The system of government.

3. The state of being governed.

According to (Bosman, van der Merwe and Hiemstra. 1986.) to govern means: to manage, to control the actions of others, to guide, to direct, and to keep under control.

I can therefore conclude that governance means the action taken or manner in which it manages or govern the government....
