TRANSPORTATION PLANNING is the process of making decisions related to the future of the transportation system.
It focus on the issues such as:
1. Future demand of transportation
2. Interaction between different transportation systems and facilities
3. Relationships among land use, economic activity, and transportation
4. Alternative ways of operating transportation systems
5. Social, economic and environmental impacts of proposed transportation system and
6. Financial and institutional arrangements needed to implement transportation proposals.
PLANNING PROCESS
Decision-making process involved in transportation planning may be viewed as either a technical process or as a political process.
1. The Rational Planning Process
* Planning is seen as a orderly and rational way of solving certain kinds of problems.
* It involves a sequence of information-gathering and decision-making steps.
Steps for the Rational planning process
a. Goal definition
* A determination and statement of the goals of the transportation system.
* Mostly based on the community values.
* Goals are often expressed in very broad terms, with more specific objectives and measures of effectiveness then being deduced from the goals.
b. Identification of needs
* Involves comparison of the actual performance of the transportation system with its goals, objectives, and measures of effectiveness.
c. Development of alternative solutions
* To address each need identified
d. Evaluation of alternative solutions
* In terms of physical, economic, and financial feasibility; cost; demand; environmental impacts; etc…
e. Decision process
* Particular alternatives are selected for implementation....
