The target environment of my choice is Camp Mendenhall. Camp Mendenhall is an all boys’ juvenile probation facility located in Lake Hughes, California. Camp Mendenhall was designed to house approximately 1,750 juvenile offenders. Upon a recent visit to the Camp, I noticed many different security vulnerability gaps. A comprehensive security plan is a necessity in an environment such as the one above. Below is my comprehensive security plan for Camp Mendenhall.

Part I: The Floor Plan

Camp Mendenhall consists of five one story units, a cafeteria, a recreational area, a library, six classrooms, and an office. There are two entrances to the camp. The main entrance is located at the North end of the camp. There is also an employee entrance at the South end of the camp. Each entrance is gated and there is the presence of an armed guard.

Each of the five units consists of 175 cells. Each cell is designed to house two juvenile offenders. At any given time, there are approximately 350 juvenile offenders housed in each unit. Each unit consists of an office, and a restroom. The office has a maximum occupancy of ten people. The restroom is for the use of employees only. Each unit has an entrance located on the North end. There is also an emergency exit on the South end of each unit. The entrance and exit are both guarded by an armed guard. There are security cameras as well.

The cafeteria is located in the center of the camp. The cafeteria has a maximum occupancy of 500 people. At any given time, there are approximately 1,750 people occupying the cafeteria. The cafeteria has an entrance at the North end as well as an emergency exit on the East and West side of the building. The entrance and exit are both guarded by armed guards.

The recreational area is located near the South end of the camp. The recreational area has a maximum occupancy of about 1,000. There is...
