There was a tornado came in America in 2005. The American government named this tornado Katrina. This natural disaster came after four year of the terrorist attack on 9/11.After this attack the US government formed a department such as Department of Homeland Security. This is also known as DHS. This department has created a response plan at national level. But this gives attention to the homeland security not on the Katrina. This DHS failed to response Katrina effect at the state. Everyone see that how this department will be failed to protect the peoples in natural disaster. Hurricane Katrina was the largest usual tragedy in America till that time. This hurricane had been distressing area about 92,000 square miles and destroying so hard to the major cities. More than 1500 people died and over ten thousands were been homeless. These homeless people had to live lacking with necessary materials. This tornado evolves in a sequence of associated crises. These crises had fundamental causes. The main reason was tornado. Secondary crisis was the complete destroy of the man made levees destined to protect a city developed under sea level.

This tornado caused constant flooding, a sequence of industrialized disaster, dangerous migration challenges, extensive toxic contamination. This destroyed 90% of the primary supply of service network such as water, energy and communication. This destroyed a port of the state which is a major part of the economy of the state. It almost destroyed every part of the city either completely and probably.

There are various organizational functions involved in process of disaster recovery plan. America has a tri state of government policies such as state federal and local government. It is the responsibility of all three government to give relief...
