1. Executive summary

The taxi industry is currently the most accessible mode of public transport and con-veys approximately 65% of the country’s commuters daily. It has been a primary activity for black entrepreneurship since the early 1970’s up to the present. However it’s growth and prosperity is hindered by a number of challenges, such as continuing problems of persistent violence and traffic safety. In an effort to address these chal-lenges the National Department of Transport formlated and implemented the original and later the revised Taxi recapitalisation policy.
