In the September of 1962, United States’ president, Abraham Lincoln issued a proclamation containing the emancipation of slaves. The proclamation stated that from the first of the January of 1863, all the individuals enslaved within the territory of the American state, or in whichever part designated as part of the state shall from that day until to the end of days be considered as free citizens. In respect to this proclamation, the U.S Executive Government with the military as well as the naval authority inclusive shall ensure and maintain the released slaves’ freedom. In addition, the governing authority in power would ensure that no actions are undertaken by any individual or faction which would result to the repression of the freed persons (Kelley & Earl, 2005).

Basically, the proclamation created a legal framework which made way for the liberation of approximately 4 Million enslaved individuals as the armies of the Union carried on with the cold war. The armies were actually devoted to eliminating slavery which actually turned out as a very contentious issue particularly in the northern part of the American state. Upon getting the news about the Proclamation, majority of the slaves swiftly shifted to the Union lines while the units of the Army were moving towards the Southern region of the United States. During the period when the Union armies were advancing towards Confederacy, a good number of slaves (in terms of thousands) were released by 1865 July on a daily basis up to the time when almost all the 4 million slaves in accordance to the census results of 1860 were set on freedom.

However, this proclamation never covered the more than 800,000 slaves who were been held around the Border States within West Virginia, Delaware, Missouri, Maryland and Kentucky which were categorized as Union States. Slaves within these states were released on different state as well as federal...
