Possible Solution #1:  Rewrite the milestones to include possible delays in order to set realistic completion dates.

This is a good possible solution. Of course you really cannot predict everything that could possibly happen or go wrong but to lay out the some possible foreseeable problems and possible solutions. It is not possible to predict everything that can go wrong, but if some of the possible delays are incorporated then the completion dates will be more realistic and if everything goes smoothly for a project, then it would be possible to complete the project on time or even early.

Possible Solution #2: Meet with citizen groups and homeowners associations before beginning architectural drawings in order o determine everything they want in a new facility or at a new park in order to get a complete scope determined from the beginning.

This is also a good idea to inform the citizen groups and homeowners associations to clear the air and put everything / plans on the table. By doing this it allows any potential problems to be seen and come to light prior to the actual start of the project.

Possible Solution #3: Set up meetings with county government agencies such as Department of Natural Resources, WSSC (water company) and PEPCO (electric company) to determine what type of system can be developed in order to make the permit process smoother.
