CHAPTER 1

THE PROBLEM AND ITS SCOPE

INTRODUCTION

Rationale

Correctional officers are responsible for overseeing individuals who have been arrested and are awaiting trial or who have been sentenced to serve time in a jail or prison. Inside the prison or jail, the correctional officers enforce rules and regulations. They maintain security by preventing any disturbances, assaults, or escapes. They supervise the daily activities of inmates, ensuring that inmates obey the rules and finish their work. They also ensure that they know where all inmates are. Officers must search inmates for contraband such as weapons or drugs, settle disputes between inmates, and enforce discipline. They also enforce rules and keep order within jails or prisons, supervise activities of inmates, aid in rehabilitation and counseling of offenders, inspect conditions within facilities to ensure that they meet established standards, search inmates for contraband items, and report on inmate conduct.

Globally, there are roughly 10.1 million people formally imprisoned, according to the latest estimates by the International Centre for Prison Studies’ World Prison Brief. There are many others who are detained in military detention facilities, held in some form of administrative detention, or detained by police and other security forces with little or no legal process. Working in a correctional institution can be stressful and dangerous. Correctional officers and jailers have one of the highest rates of injuries and illnesses, often resulting from confrontations with inmates.
