The beginning discusses the conquest of centrifugal tendencies. Kaufman talks about the lack of internal corruption, response to leadership, support by superiors in public matters, transfer of personnel and techniques of integration. The strategies of conquest are referred to as a continuous battle. There was a constant effort to maintain effective leadership with a need for adaptability. However, there was a challenge of fragmentation.

The strategies of conquest also referred to the hierarchical specialization concentrated by the Washington office. They specialize by the regional offices with application of the policies to concrete situations the Forest Service ran into. Furthermore there where multiplication of controls the forest service dealt with. The Forest Service Manual grew which was hard for some to accept and not for others. Next, Kaufman talked about the elimination of barriers to communication. He stated that in large organizations like the Forest Service that man communication issues existed. Geographical issues played a part in communication difficulties along with social difficulties. There was a single predominant profession with universal standards of training for the ranger. The higher ranking’s work was more administrative and planning but had to communicate with lower ranking worker’s to make sure job got done and management was on task. There were reviews, clearances, and signatures about communication barriers.

Another strategy of conquest for the Forest Service was neutralizing the forces of localism and dealing with the problem of localism with the rotation of foresters. The ranger was to fall back on his background training. The Forest Service had spokesmen for local interests. Manipulating personal preferences and perspectives was a strategy that was discussed.
