Procurement and Solicitation Plan

Abstract:

This document is an internal C-Bay document that contains specific details of the proposed process that Project Management will use to solicit and procure a vendor for the DellaPro project. Initial estimated cost of the outsourcing is $490,136. Vendor will not be paid until the DellaPro project team has determined that the milestone has been met.

1. Introduction

Document Purpose: Team DellaPro and its associated Project Manager are proposing to outsource part of the DellaPro project. The following Procurement and Solicitation plan will act as an outsourcing process guide for the DellaPro team. It will establish guidelines and processes for evaluating, selecting, and procuring a vendor. It incorporates input received from the director of C-Bay from our earlier outsourcing plan.

Scope of this Document:

The outsourced part of project DellaPro will include, but is not limited to, implementation of the product design, development, testing, product release, installation, deployment at the customer site, and ongoing post-deployment bug fixes and support.

This plan details all aspects of vendor solicitation, selection, and procurement procedures. Our selection process will include the use of a variety of evaluation processes for vendor selection, including MAUT, SWOT, ranking and rating of vendor based on CMMI qualifications, past customer reviews, size of projects vendor has done in the past, vendor experience level, response to RFP, match between C-Bay and vendor corporate culture, reasonably close location of vendor, ease of communication with vendor, willingness of vendor to comply with C-Bay contract specifications, vendor’s past project’s similarities to our current project, and vendor commitment to quality and data integrity.
