Task 1a:

Analyse three performance and development issues that you can identify in the case study.

Staff at the Fleet Street local council, are facing performance and development issues identified from the case study, the first being the performance and development issues staffed faced, meant that employee values were not compliant with the organisation’s objectives. It is the belief that the council’s strategic plans had no relevance to the work that was required of them. (Ashton.C 2000) recognises that employees who do not perform well, is due to the fact that their goals are not aligned with the organisations objectives. ‘Probably the one truth we hear most often is that employees need to understand the organisation’s vision, values and strategic goals and have them made real by their immediate supervisor’s.’

In addition to this, employees at the local council feel de-motivated, as a result of not receiving their usual financial rewards, due to the recent economic downturn. In addition employees have seen the cost of living increase, but their wages does not reflect this. Finally the employees feel unfairly treated because whilst they are facing freezes on their incomes, Senior Managers are being paid performance bonuses.

In view of this, (Adams, 1956) Equity theory states that employee’s usually compare the treatment they receive, in comparison to other employees. If employees regard that they are being treated differently to others, they will view this as inequalities. This can in turn lead to a decrease in motivation.

On the other Hand, the Economic Man Approach theory concludes that an individual’s main motivator is economic reward, whereby people will be motivated to work if they are rewarded by financial means.
