The distribution of high quality teachers has become the focus of policymakers since the No Child Left Behind Act (NCLB) required all states submit plans for ensuring that minority and poor children are taught by highly-qualified teachers. However, defining "high quality" teachers has less to do with attributes that characterize effective teaching and more to do with certification policies.
