INTRODUCTION

Throughout history, companies and organizations have been tried to be success in global competition. In this way, they used some strategic to change and adapt correctly. Little by little, companies and organizations used different tools and methodology (Banks and Roberson (1985), Bretz et al. (1992) and Miner (1998) among others). One of the important, effective and critical tools in human resource and performance improvement in any organization is performance appraisal. A performance appraisal process that designed effectively and implemented can help the managers and employees in any organizations. Thus, organizations and companies implemented performance appraisal system in order to have efficiency workers.

Regarding to effective performance appraisal system, the following function can be realize by companies (Cleveland et al. (1989) and Fisher et al. (2006) :

* Developmental: in order to identify workers training needs, measure performance goals, good position of worker in toward developmental purposes.

* Administrative: such as promotion, discipline, salary, layoffs, etc

* Organizational maintenance included human resource planning, evaluate organization targets, determine needs of organization to training, assess of human resources system, etc.

* Documentation involve of decision documents in human resource, etc.

Most of organization and companies like to use the informal methods for measurement because only the employees were evaluated by supervisors. According these methods, the results of this appraisal process are subjective and biased...
