The United Kingdom is a unitary state in which central government substantially directs most government activity. The responsibilities for social and economic policies mainly belong to the Treasury, the Department of Health, and to the Department for Work and Pensions. The Treasury announced the budget statement on 23rd of March 2011. The main economic policy is to achieve strong and balanced growth, moving from public sector and focusing more on private sector. According to Budget statement the Government will “increase the personal allowance for under 65s by £630 in April 2012, change the underlying indexation basis for direct taxes to the Consumer Prices Index (CPI) from April 2012” (Budget Statement 2011, Lambert S., 2011). The Government will also focus on pension and taxation systems through the fiscal policy. The "Plan for Growth", is published alongside with Budget 2011. The Department of health is aimed at health and social care. Currently this department “has launched the Reaching Out to Carers Innovation Fund” or Carers strategy.(DH, 2011) This strategy is based on voluntary help in public services. “Think Local, act Personal” is the most popular paper. “Putting People First was the government’s plan to give people more choice and control over their care and support” (EasyRead Service, 2010). The main ideas from this paper are to be a part of local community, to live in own houses, and have a chance to work. The Department for work and pensions is the biggest public service delivery department in the UK and serves over 20 million customers. The department implements their policies and strategies aimed on disabled people, older people and those who need the work. The main issues announced this year were Child Poverty Strategy, supporting youth employment, Welfare Reform Bill 2011, and simplifying the State Pension system.
