The preliminary considerations necessary to solve the problem of how the Target Corporation can establish a greater presence on Kava and the issues that appear in the Kava business scenario include addressing many obstacles and challenges presented. For example, Target needs to ensure they have people in Kava familiar with the culture and can communicate with the people of Kava. The disasters that take place in Kava such as floods, hurricanes, earthquakes, and tornadoes require major consideration. Many of the issues in Kava are present in other countries that Target does business in and the company has achieved a high level of success. Fifty percent of Kava’s population is under the age of 15, so beverages and snack foods would probably be in demand, but Target would need to define the targeted consumer because children under the age of 15 probably do not have the income to purchase these products. The people of Kava may not be able to afford Target Products. The positive aspect is that the labor in Kava is inexpensive, so Target could offer their products at cheaper prices than in the United States.

Target uses decision-making tools and techniques to help perform the analysis necessary to identify problems and possible solutions. Decision-making tools and techniques help guide individuals or groups in making decisions. First part of the process is to frame the problem. Framing the problem includes identifying the problem, establishing goals and objectives, and evaluating the impact of the problem. The problem was framed as Targets small presence in Kava, it’s desire to increase that presence and determine if the larger presence would have a good return on investment..
