ARTICLE II PRINCIPLES AND POLICIES

I. Main purpose

Principles are starting points on which other provisions and actions should be based. Policies are statements of goals which can be translated into actions.

II. Key concepts

1. Republican government is a democratic government by representatives having an indirect

rule because their ultimate source of political power and authority is from the people.

2. People sovereignty allows the Filipino people to constitute their own government, to

change it and define its jurisdiction and powers.

3. International law is the body of rules and principles which governs the relations of

nations and their respective peoples in their intercourse with one another.

4. The prime duty of the government is to serve and protect the people.

5. Separation of church and state means that the church is not to interfere in purely political matters or temporal aspects of man’s life and the state, in purely matter of religion and morals, which are the exclusive concerns to the other.

6. Foreign policy ids the basic direction underlying the conduct by a State of its affairs vis-a vis those by other states.

7. Human person is a being and not a thing. He is entitled to respect, not because he is right or wrong but because he is human..

8. Social justice under the 1987 Constitution is broader than the concept of social justice under the 1935 and 1973 .Social Justice under the 1987 Philippine Constitution includes all phases of national development, instead of being merely limited to the removal of socio-economic inequities.

9. Family The State recognizes the Filipino family as the foundation of the nation. Accordingly, it shall strengthen its solidarity and actively promote its total development.
