You decide who get what in the project based off what section of the project that person has.

Also depends on where you are in the project.

The project team should receive details as it relates to costing data as it will help the PM team plan accordingly. At the beginning of the kick off of the project, you should share a high-level detail of what the project entail. However, as the the project goes along, it is not necessary to share everything with everyone on the team. The exception to this rule is if there is an issue with project and we need to explain the project to different people as it relates to the project. By doing this it will allow everyone to stay clear on what their particular duties are . The last thing that you want to do is confuse your project team on what is exactly due.

In a project you control time, cost and scope. The PM is ultimately the owner of the project tasks however, various functional managers can be responsible/ the owner of their particular area of the project.

The PM could manage time and cost by managing hours in the project. PM’s cannot assume that the functional managers have the tools to manage hours. Therefore, it is the PM responsibility to inform the functional manager his/her expectations and what exactly the PM is expecting what they are suppose to do as well as how the PM would like for them to communicate with them. The functional manager need to understand how to communicate the information to the PM and the process that the PM what like it communicated.

Change request is the project changing document.

May have a schedule when materials and equipment is coming in. This estimates may be in your project however, the procurement schedule is a document that explains exactly when that material and equipment came in.
