Internet development

According to the latest The 29th China Internet Development Statistics Report publicized by China Internet Network Information Center (CNNIC), it is clearly to see the development of Internet in China is now stepping into a steady stage compared with past 5 years. As data showed in the report, the number of new users increased approximately 55.8million, it only raises 4% in 2011. Meanwhile the total number reach to 531million and the penetration rate grow up to 38.3%. That means users growth still has a very broad space if we can solve the “digital gap” problem (the discrepancy between west and east China, different ages, different educational background and etc.).

Besides, there are more differences in internet-based resources and applications of Internet. Figure 2 and 3 show the detail information.

From the above table, it is easy to find that the usage of IPv6 (Internet Protocol version 6 is a version of the Internet Protocol (IP) intended to succeed IPv4, which is the protocol currently used to direct almost all Internet traffic) increased rapidly as the technology improved.

While In applications of Internet, there is an amazing growth both in microblog and group purchase.

At present, the legislation of our country to the provisions of these problems (internet crime, Internet Copyrights, internet gambling, e-payment, etc.) still exist flats. For example, the current laws and regulations in our country do not make the relevant provisions for the virtual property, while some other countries have already done this.

Furthermore, the Internet is lacking of corresponding laws and regulations and there are too many departments managing the Internet and they have their own regulation, which means they got a poor coordination among each other. At present, different administrations have different regulation documents; it leads to the conflict between different level legislation. On the other...
