Introduction

There is not doubt that the charity is supported by the humanitarianism and the public welfare morals, and carried out by non-official organization. In a structural and charities organization truly with the government department, seeks to make a profit the department to constitute the tripod vertical society pattern. Each kind of charitable organization’s functions in culture, education, health, elimination to be impoverished, the help weak community, protecting aspect, protecting interests of women and children, promoting employment, environmental protection and preventing crime cannot be substituted.

Chinese charity development has been silent for 40 years due to political economic and cultural reasons and restart after the period of opening and reform since 1979. After 10-year development, it has become charity organization with large scale, which plays a role in adjusting gap of wealth, transforming government function and promoting cultural construction, such as Chinese Red Cross Foundation. However, there exists gap between developed countries in systems that affect its quick development. Facing problems in system, it is requested that government department must have an achievement. This paper will mainly take Chinese Red Cross Foundation (use CRCF for abbreviation) for example in order to help Chinese charity find out challenges and problems and try to solve them.
