1. I would try and find out more about the situation and the details perhaps there was more money coming in from another source to buy vaccines and the computers needed to be acquired immediately. In other words perhaps there was a completely legitimate reason for the use of certain funds for other then their intended reason if funds from another area where used to refill them. If that was not the case I believe I would have an ethical responsibility to those who would have received those vaccines to report the misuse to the proper authorities.

2. I would first decline the bribe as it would be unethical and could potentially put the business in jeopardy further down the line if the bribe was to be made public. I would then report the official to a higher authority in hopes of investigation being started on them. If he is willing to do this with you he may have been involved in other pay for play situations that could have negatively affected others.

3. The person doesn’t state what actions would be done on your behalf and whether those actions would be ethical or not. I would ask for a little information on what actions he would take so I could determine myself if they were ethical or not. If they were I would certainly pay the higher amount to help acquire the contract. If not I would report the matter as he maybe the reason you are not able to get a contract if he is taking bribes.

4. Perhaps institute a third party audit of the company books and accounting practices. If your hunch is confirmed than I don’t think there is even a question as to what to do in this instance you certainly must report the person. If for some reason you didn’t and the faulty accounting practices were to come out you yourself could be charged with being an accomplice as you knew and didn’t report it. Even if the company is ruined by his political friends that would be better then spending time in jail.
