Executive Summary

The Ontario Ministry of Education (EDU) is divided into multiple divisions, branches and units. Due to the differing nature of these departments and their corresponding operating procedures EDU employees were experiencing constant changes in tasks, job positions and reporting relationships. The result is a workplace that lacks fundamental knowledge management tools that can unite EDU not only personally but electronically. There is an overarching need for the employees to feel as one and function as a Ministry with modest limitations without boundaries.  In order to accomplish this, EDU must adopt a knowledge management solution that will allow for increased information sharing and visibility. IBM has been engaged through a sole source contract to review current practices and provide recommendations as to the best knowledge management plan for EDU.

IBM recommends that the EDU implement a document management system.   In doing so, it will help the employees to work mutually as a company rather than as fragmented departments and divisions. This will give the employees the feeling that they are all part of a company rather than a single department. These increased relationships will help build trust amongst all employees.   Less time will be spent locating documents; this alone will drastically reduce cost.   Once the implementation is complete, it is anticipated that employees will be able to locate quality information more quickly, therefore increasing efficiency and resulting in better customer satisfaction.   Implementing a document management control system will also improve security by providing better, more flexible control over...
