Health insurance is a form of social protection of population’s health needs, expressed in the guarantee of payment for medical care when an insured event on account of accumulated funds. Health insurance helps to ensure the citizen free of charge providing a certain amount of medical services when an insured event (health problem) in the presence of a contract with the medical insurance organization. The latter bears the cost of paying for the case of medical care (risk) since the first installment payment of the citizen to the appropriate fund.

Voluntary health insurance (VHI) is private health insurance usually denoting current industrial employment. This insurance offers the insurance companies as addition to obligatory medical insurance (ОМI). The policy of voluntary medical insurance provides to the owner the right to use the medical institutions provided by the program of insurance during stipulated term. The contract of voluntary medical insurance guarantees rendering of medical services within the insurance sum which can exceed policy cost considerably. Voluntary Health Insurance (VHI) is administered by three different providers: Blue Cross and Blue Shield (the Blues), private and commercial insurance companies, and Health Maintenance Organizations (HMOs) (Williams & Torres, 2010).
