Executive Summary

Business Process Reengineering (BPR) is touted as a method for achieving

dramatic improvements in business performance. However, it is common knowledge that

the majority of BPR efforts fail to achieve the benefits targeted. “Methodologies” have

been recommended as a tool to increase the likelihood of success of BPR projects. Not

only do there exist dozens of competing methodologies, but there is also little consensus

as to what, exactly, constitutes a methodology.

In this report, a definition of a “Business Process Reengineering Method” is

presented. The literature on BPR methods is surveyed, analysed, and integrated to

produce a comprehensive method for conducting BPR. This method is compared to other

methods and used to develop a framework by which to evaluate BPR methods.

The comprehensive method is used as a basis from which to develop an

understanding of the tools and techniques that would be helpful to support BPR. The

existing tools and techniques (both computer-based and manual) are surveyed in light of

this understanding.
