Scenario Essay Option 1 Easy Corp’s Program Management Support Contract

Easy Corp has a five-year option, program management support contract with the government, currently under Option Year 1. To ensure that the government pays only for the level of services received and in accordance with FAR 37.6, FAR 46.1, and FAR 46.4, a Performance Work Statement (PWS), the Easy Corp’s Quality Control Program (QCP), and a Quality Assurance Surveillance Plan (QASP) were included in the contract. The PWS, which included a Performance Requirement Summary, identified the performance standards and quality levels required by the government and established the positive and negative incentives Easy Corp will incur based upon the level of the performance standards provided to the government. Because Easy Corp is responsible for the quality of all the work performed, it developed a government-approved QCP that identified the staffing and procedures for self-inspecting the quality, timeliness, responsiveness, customer satisfaction, and other performance requirements in the PWS. Easy Corp was required to submit a quality control report to me, the contract’s Contracting Officer Representative (COR), monthly. The QASP was established to provide a means for evaluating whether Easy Corp is meeting the performance standards and quality levels identified in the PWS and QCP. Additionally, it defined the roles and responsibilities of all members of the government integrated project team (IPT), which includes myself, the Contracting Officer (CO), and the government’s Program Manger (PM), as well as identified the performance objectives, defined the methodologies used to monitor, evaluated the contractor’s performance, described quality assurance (QA) documentation requirements, and described the analysis of QA monitoring results.
