The South Pacific has many beautiful islands, Kava is one of them. The cultural diversity is evident with backgrounds coming from African, Chinese, French, Spanish as well as Americans. Kava Island offers a good amount of variety in the economy, dealing with petroleum, coffee, cocoa, spices, bananas, sugar, tourism, fishing, natural gas, and inexpensive, quality labor. The island has so much to offer. Unfortunately, like many beautiful islands, it is cursed with many natural disasters. The island also has some biological disasters to overcome. The location of the island makes it prone to tidal waves, hurricanes, typhoons, hurricanes, floods, fires, tornadoes, volcanic, earthquakes, and petroleum spills. AIDS is also a major problem among the people. This could be a reason over 50% of the population is under the age of 15 .

Even with all these tragedies, the United States Navy feels as though they can make a positive impact on Kava Island. USN proposes making a base in one of the many natural harbors of the island. The construction of bases in the past has shown a very powerful impact on the local economies of the areas built. This applies even for the most rural of areas. A good example is Vladivostok, Russia. Vladivostok is a medium sized town with not much to offer in natural beauty. The city only allows 10 United States Naval vessels in the city a year. The main source of economy is exporting fish. Before they allowed United States ships to dock, the city was poor, the only thing keeping it afloat was the Russian Pacific Fleet and the fishing industry. Once United States vessels were allowed to dock there as liberty ports, the economy grew. The tourism industry boomed because Sailors came into town with overnight liberty eager to spend their money on the sites, hotels, food , and drinks (Russia is known for its vodka).
