What is Human Resources? William R. Tracey, in The Human Resources Glossary defines Human Resources as: "The people that staff and operate an organization … as contrasted with the financial and material resources of an organization. The organizational function that deals with the people. (About.com) The purpose of a human resource department is to integrate new hires to a company but it is more of that. They integrate the use of trainings and developments of individuals to improve the effectiveness of employees in order to achieve organizational goals.

In order to keep employees competitive in the 21st business world, human resources department can apply different methods to achieve organizational goals and make sure these employees are competitive in their field. One of these methods is to provide training based on what method are being used to improve productivity. Trainings are a very effective tool to develop competitiveness. Training effects are higher when is considered part of human resources strategy. According with the type of work of kind of job, the HR department training methods can vary. On-the job training is a good alternative when the organization requires specific tasks.

Another important point is the evaluation of training process. This is correlated to the implementation and the method to evaluate that linked to the organizational strategies. When study the theoretical evaluation methods we evaluate the effectiveness of training, the quantity and timing of the training, attributes of trainers and strategies. Through the survey- feedback of trainees and trainers after training about the program, we can have a thoroughly evaluation of the training process to meet the organizational strategies.
