United States Strategy against Terrorism
The United Nations has always been a foundation towards resolving issues that concerns most countries. The United Nations Global Counter-Terrorism Strategy is a unique global tool created to develop national, regional and international efforts against terrorism and was adopted by Member States on September 2006. The strategy has taken the form of a resolution and an associated Plan of action. For the first time, all Member States have a common strategy against terrorism. They express that all forms and manifestations of terrorism is unacceptable. They have resolved to both individual and collective measures to prevent and fight terrorism. These wide spectrums of measures include developing the state capacity to combat threats of terrorism as well as enhance the United Nations coordination system on counter-terrorism activities. The adoption of the strategy meets the commitment of leaders worldwide during the 2005 United Nations Convention on Counter Terrorism. It creates many of the elements proposed by the Secretary-General entitled Uniting against Terrorism: Recommendations for a Global Counter-Terrorism Strategy on May 2006 (United Nations Homepage).
Background of Terrorism
There is no common definition of terrorism accepted by the international community. Most studies devoted on terrorism include a section devoted to a discussion of the difficulty of defining the term. Various government agencies of the United States have different definitions of terrorism. The most widely accepted definition of terrorism is perhaps what the United State Department has provided. It defines terrorism as “premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents, usually intended to influence an audience" [Title 22 of the United States Code, Section 2656f(d)].
