An engineering college of a major university brings in 3 times as many government research dollars as does the rest of the university combine. Engineering college appears wealthy and has many professors on full-time research status. Yet, when the internal research funds are allocated engineering college gets a larger share of money, even though it already has substantial external research funds. Why should this happen?

1. Why should this happen？

The engineering college is able to provide more funds than what the government provides, to the university through their research works for other organizations outside the university.

2) The makes not only the university but the colleges dependent on the engineering college for financial resources.

3) Besides through the researches done the engineering college is able to create certainty to other organizations and college.

4) The engineering college acts as the centre for information

5) It creates interdependency among the colleges

6) It also makes the engineering college becomes indispensable to the university because it is difficult to substitute it because of its team of full-time professors.

The above 6 situations show that the engineering college has more power than the other colleges at the horizontal level. As a consequence the university has the tendency to provide more governmental research funds to the engineering college as a form of motivation and recognition of its important role in the university.
