.For the pursuit of this activity: “Local Management in our own Set-up” which will be held on February 23, 2012 under the supervision of Department Chair Prof. Eric Daniel De Torres, the City of Caloocan is the local government unit, that would serve as a virtuous model for this activity and this paper would provide general information about the city.
Brief History
Caloocan was first called Aromahan or Libis Espina by the Spanish colonizers as it was located in a “libis” (lowland) when it was just a small barrio in Tondo. Its original territory extended to the foothills of Marikina, Its significance in history is highlighted by the fact that it was the center of activities for the Katipunan, It was in Caloocan where secret meetings were held by Andres Bonifacio and his men, and it was within its confines where the “Unang Sigaw” took place.
Caloocan, is one of the pioneer city in Metro Manila aside from Manila, Pasay and Quezon City, its growth and development has remained largely laggard, In 1961, President Diosdado Macapagal signed Republic Act No. 3728, otherwise known as the “Caloocan City Charter”. In Feb 16, 1962, the people of Caloocan turned the historic town into a city through a plebiscite held in accordance with R.A. 3728. Caloocan has a total land area of 53.334 square kilometres or 5333.4 hectares, it constitutes 8.4 % of NCR’s total land area.

Demography
Caloocan City is the third most populous city in the country. For year 2010 it has a projected population of 1,474,040 with population density (projected) of 27,640 per square kilometres. Its annual population growth rate is 2.23%.
