We recognize that there is something in the environment saying the status quo will not work; we cannot continue as we have been doing. We might not even know what that change is yet, but we know the change is needed. Later in Stage 1, we identify--using the best information we currently have available--what the nature of that change is likely to be. Are we talking about a technological change? Are we talking about an organizational change? A system change? An environmental change? In Stage 2, we start planning; we start careful planning before we implement the change.
