In New York, like many states with rivers, seaways, and access points: Industry and boating cause environmental issues. The major of these environmental issues is Biofouling. Biofouling is simply the attachment of organisms to a surface in contact with water for a period. The ramifications of biofouling create hazardous environmental issues such as “1) the transportation of nonindigenous aquatic species that can outcompete with native species for space and resources, thereby reducing biodiversity, and threatening the viability of fisheries. 2) The accumulation of zinc- or copper-based toxins that can harm mollusk and marine mammal populations, and 3) the increase in weight , decrease in flexibility, decrease in mobility, and topical damage of marine mammals hosting biofouling organisms” (Berkley & Bendor, 2012).

There are many regulations and laws that deal with biofouling, yet there not addressing the seriousness of the problem, which leaves the aquatic environment experiencing damages. “ The existing mechansms fail to recognize the optimal factors for biofouling development and adhesion…” (Berkley & Bendor, 2012). The legal advocates suggest that biofouling need to be addressed by improving the design standards of marinas and harbors, and the standards of biofouling removal. The government should control and standardized biofouling to reach positive outcomes to solve the issue.

This report examine the issues for resolving the problem in New York, and proposes suggestions based on the budget for biofouling initiatives. The proposal is done within the context of environmental justice, and no portion of the community must deal with danger of environmental or the cost.
