CHAPTER I
The Problem and Its Background

No one can say that being a journalist does not put their life into the danger zone. This career is very risky and it will require them to place their one foot in the hole of grave for them to disseminate and deliver the right information to the people. It will oblige them to render their passion and dedication to the tasks they need to accomplish. Journalists will become an instrument for the exchange of thoughts and ideas among the people. At the same time, they need there is no easy way to retrieve it back.
--BECAUSE OF THE LIBERAL NATURE OF THE MEDIA, SOME JOURNALISTS ABUSED THIS POWER THAT BROUGHT THE JOURNALISTS TO SEVERAL LOOPS WHILE PURSUING THEIR CAREERS. DIFFERENT PROBLEMS ARISE IN THE INDUSTRY. TO MENTION ONE IS THE PRACTICE OF ENVELOPMENTAL JOURNALISM, AS DEFINED BY JOVANGALVO ON HIS ARTICLE, REFERS TO AN ACT OF GIVING A SUM OF MONEY USUALLY PLACED IN AN ENVELOPE GIVEN BY SOME UNSCRUPULOUS OFFICIALS OR PERSONS TO SOME EQUALLY UNSCRUPULOUS MEDIA MEN. IT HAS TWO PURPOSES: ONE--, TO CREATE A STORY WITH THE ASPECT OF FAVORING A CERTAIN THING IN WHICH A PERSON INVOLVED IN A PARTICULAR PROBLEM OR SITUATION TO BE WRITTEN AND PUBLISHED A NEWSPAPER, RADIO OR TELEVISION. THIS PRACTICE GIVES WAY FOR BOGUS PUBLICATION AND HAOSHIAO JOURNALISTS TO EXIST.
