(C) Literature Review

This chapter discusses related works in the area of E-voting system. It also brought to

light some gaps which are required to be filled up in this respect.

[1.8] Background

First of all, voting entails a democratic apparatus used to enthrone democratic leaders and in some quarters it is regarded as one of the most effective methods for individuals to express their opinions on a given topic (Chaum, 1981). Hence Gritzalis (2002) expressed that voting is a process at the heart of a democratic society. He therefore stressed that in recent democratic elections using voting machines have shown that the winning margins could be less than the error margins of the voting systems themselves, making election an error prone task. Hence the use of electronic voting has the potential to reduce or remove unwanted human errors. In addition to its reliability, e-voting can handle multiple modalities such as voice assistance for handicap, and provide better scalability for large elections. He stated that e-voting is also an excellent mechanism that does not require geographical proximity of the voters.

Furthermore Caltech-MIT (2001) studied the challenges poised by e-voting in trying to develop a new solution that represent the real-world. He further mentioned that while e-voting has been an active area of research for the past two decades, efforts to develop real-world solutions have just begun.

In a similar vein Jefferson et af. (2004) also looks at the Internet insecurity which poses several new challenges with clear documentation of incorrect implementations of cases.

Hence they resolved to saying that these challenges and concerns have to be dealt with in order to create public trust in e-voting.
