The purpose of this paper will be to give the reader the history behind C.O.P. and P.O.P and to describe for you what they are all about. Community Oriented Policing dates a bit further back than Problem Oriented Policing does but they are both very beneficial in how they operate and in catching the bad guy.

Community oriented policing is a philosophy that combines traditional aspects of law enforcement with prevention measures, problem-solving, community engagement, and community partnerships. (Legal-dictionary, 2013) Sir Robert Peel, the founder of community oriented policing, was educated at Harrow School, an all-male school that opened its doors in 1572 and Christ Church of Oxford University which was founded in 1524. He won a double first in classics and mathematics which is basically first class honors. In 1809 at 21 years old he became a member of the House of Commons and supported the Duke of Portland’s Tory Government, a.k.a. a Conservative Government. Robert goes on to have a rich career in politics. He served as Chief Secretary for Ireland from 1812-1817 under Lord Liverpool the prime minister of 1812, also served under Liverpool as Home Secretary of Ireland from 1822-1827. After he passed the Catholic Emancipation Act of 1829 that aimed to give Roman Catholics throughout the Brits certain rights because of discrimination and civil disabilities, Peel figured he should reorganize the way London was policed given the civil disruption. Because of this decision the new Metropolitan Police Force became known as “Peelers” or “Bobbies.” (Simkin, John, 1997-2013) The Bobbies purpose was to address the rising crime rates in Great Britain’s Capital. This is finally where community oriented policing comes into play.
