Executive Summary

According to Schwalbe (2012), project management is the application of knowledge, skills, tools and techniques to project activities to meet the project requirements. Effective project managers are visionaries, technically competent, decisive, good communicators, good motivators, and lead by example. It is also important for project managers to have strong integrity because it may be tested during large projects. The Orion Shield Project is an example of how not having a project management plan can negatively impact the entire project. This project highlights ethical and legal issues that people in the workforce may encounter.

Are there any valid reasons for Henry Larsen to suggest that SEC’s proposal should state that it expected to be able to meet the specified performance standard?

Once Henry Larsen became aware of Gary’s inability to meet the technical requirements, he should have stated it in the proposal. However, his past experiences may have played a part in his judgment. He was confident that Space Technology Industries would be convinced of the temperature change once the proposal was accepted.

Should Gary have followed up on his ethical concerns? If so, how?

After Gary voiced his concerns about not meeting the technical requirements of operating at maximum of 145° F, Henry Larsen submitted the proposal stating that all the components could operate at 155° F. It’s clear that Henry was only focused on getting the Space Technology Industries project by making false promises. Therefore, there was no need for Gary to follow up in his ethical concerns because it would have gone nowhere.
