1. As head of the government the PM has the responsibility of managing all affairs of the country. In this context answer the following.

a. Manner of his appointment -

The PM is appointed by President of India.

b. His important powers –

He has the power to allocate portfolios and reshuffle the council of ministers. Power to select and dismiss ministers. Power to direct and coordinate policies.

c. His position under parliamentary system of government –

Leader of lok sabha. Spokesperson of government. Defender of government policies. Intervention in case of controversial issues.

2. The Constitution provides a council of ministers to aid and advice the President. In this context answer the following questions.

a. Various categories of ministers –

Cabinet, deputy and minsters of state

b. Individual and collective responsibility –

Ministers are individually responsible to President such that they office during pleasure of the President and may be dismissed by him on advice of PM. They are collectively responsible to the Parliament and has to resign if it loses the confidence of the lok sabha.

c. Briefly mention their functions –

The cabinet ministers hold imp portfolios home defence finance and railways. They are in charge of a ministry or more than one ministry. Only they have the right to attend cabinet meeting. They are the second category of ministers, may be invited to attend meetings when matters concerning their department is concerned. Third category assist cabinet and council of ministers, they are junior ministers and placed under senior minsters.
