Objective of this RFP

A decision support service (DSS) uses patient data to draw conclusions regarding patients. A DSS can be conceptually understood as the guardian of one or more modules of medical knowledge, wherein each DSS knowledge module is capable of utilizing coded patient data to arrive at machine-interpretable conclusions regarding the patient under evaluation. A DSS can be used by clinical software applications to provide patient-specific care recommendations to physicians, patients, and other healthcare stakeholders.

To facilitate interoperable use of DSSs, it is important that the capabilities and interfaces of DSSs are standardized. The functional requirements and conformance criteria for DSSs have been standardized in the Health Level 7 [HL7] DSS Service Functional Model (SFM) specification.[DSS-SFM] The HL7 DSS SFM achieved Draft Standard for Trial Use (DSTU) status in the September 2006 HL7 ballot.

This RFP solicits proposals for the following:

• A DSS specification that aligns with the HL7 DSS SFM.

Context – Healthcare Services Specification Project (HSSP)

Functional and technical specifications for the DSS are being specified within the context of the Healthcare Services Specification Project (HSSP) (http://hssp.wikispaces.com). The HSSP is a joint endeavor between Health Level Seven (HL7) (http://www.hl7.org) and the Object Management Group (OMG) (http://www.omg.org). The HSSP was chartered at the January 2005 HL7 meeting under the Electronic Health Records Technical Committee (TC), and the project was subsequently validated by the Board of Directors of both organizations.

The HSSP has several objectives. These objectives include the following:
