1. Nuclear Regulatory Commission, Tennessee Valley Authority- My biggest concern is in the past, there have been several safety issues at the nuclear plant, during the time tsunami hit, the nuclear power plant was knocked offline, and this caused a disaster. An inspector noted eight of the 33 emergency responders had a default. These problems have arisen since the 1980’s, so this is a big concern for our community, when any proposed change in regulation at the nuclear plant decides to change.

2. The Nuclear plant would like to extend its operation time from 72 hours to 7 days for an operable Containment spray. This change will be necessary to replace a leaking mechanical seal on a pump. This means an expedited decision is in order.

3. My comment is that the proposed change does not amend any plant equipment or operational practices in such a fashion that the possibility of an accident is increased. The proposed change doesn’t increase the likelihood or significances of an accident previously evaluated. I propose the changes be made immediately due to the seriousness of the nature, and the safety of the community. My biggest concern is the length of time it takes to fix the leak, and how this will play a safety concern in the community, how will the community be affected with the exposure. The length of time it takes to fix the issue is of concern.

I wish to have the committee to consider an option with a minimum amount of time to resolve the issue.

B. 1. The best way to challenge the regulation would be stating the regulation is unsupported by substantial evidence. 2. The proposed change is an immediate threat to the community. 3. Courts use prior cases to overturn decisions as well. 4. Challenge the statue or regulation based on Constitutional grounds. 5. Use the National Environmental Policy Act.(NEPA) to provide...
