* Debate It: From the e-Activity, human resource management in nonprofit organizations is likely to increase significantly with the passing of the Senate’s Job Creation Tax Credit, which is expected to generate between 10,000 and 23,000 jobs. Take a position on whether or not there will be an increase or decrease of religious discrimination in Title IV, PRWORA, charitable choice, and / or faith-based initiatives. Provide a rationale for your views.

The Job Creation Tax Credit Act is a law created to help the creation of jobs in America. The job is for any organization profit or nonprofit that can be benefit of the executive initiate when creating a job. Religious group can be benefit for the law because of its nature. My position is supporting religious groups because they have constructed a definitive balance between what constitutes "charitable acts or choices" or religious activities. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) included a provision called "charitable choice." Charitable choice allows federal funding to faith-based organizations for the provision of social services such as job training, drug rehabilitation programs, mental health counseling, child care, and adult education. PRWORA allows religious organizations to compete with other nonprofit organizations for federal dollars. The purpose of charitable choice is to provide such services, without impairing the "religious character" of the providers and without violating the concept of "separation of church and state." This could be accomplished by setting up legal parameters that define what charitable acts are and how these are different between religious teachings that an organization may have.
