1. Introduction:

The Labour department has just announced the recent accident statistic. Until mid October of 2011, 18 out of 24 fatal industrial cases happened in the construction industry. The accident caused by “fall of person from height” is always happened. In the site of the project, B263 external renovation works for OU Building, there are three gondolas using for the external works at height. Thus we have to plan a system of work to ensure the safety of workers.

To strengthen the control, the Labour Department has introduced the Factories and Industrial Undertaking (Suspended Working Platforms) Regulation that applies to any industrial undertaking in effect on 1 January 1996. It states that an owner who contravenes any of the provisions of the regulation is possibly liable to a fine of HK$200000 and to imprisonment for 12 months.

The ‘Suspended Working Platform” is a scaffold or a working platform suspended from a building or structure by means of lifting gear and capable of being raised or lowered by lifting appliance and includes all lifting appliances, lifting gear, counterweights, ballast, outriggers, other supports and the whole of the mechanical and electrical apparatus required in connection with the operation and safety of such a scaffold or working platform.
