a. Start integration work on Leader as one unified system

i. Windows based graphics interface

ii. Lose $100 million development investment if not used

iii. Enable greater efficiencies in coding and better scalability for future growth

iv. Easier to hire developers, newer language

i. $30 Million of upgrades
