The NSA program requiring on time aggressive schedule to hold training classes for the agency, requires a good procurement strategy to be developed. The procurement strategy must ensure the agencies goals and needs are met accordingly. The management of the agency is faced with a tight budget they can use for the training. Even though the training is needed fast it must be of high quality, innovative, current state of the art approaches and performance results that would exceed the previous training.

The most preferable acquisition method for this scenario is acquisition through negotiations. This method will be the best interest of the company and can be widely evaluated. With the limited and aggressive schedule the agency is under, it would not be able to effectively give enough time for acquisition through sealed bidding since this process takes time and the agency is under a time constraint. Through contracting with negotiation, the agency has the ability to set the schedule for the acquisition of services. This method would also allow them to hold negotiations with offers.

Going through this method of procurement the first thing to do is a Request for Proposal (RFP) is issued by the contracting officer. The RFP will state the needs of the agency clearly and completely setting terms and conditions of the contract. The proposal will identify what the company is looking for and will allow the organization to evaluate and align the needs of the organization with terms offered by the contractors. Non cost factors are also considered when evaluating the proposals submitted such as proposal qualities (substance), price or cost of proposal, record of performance, technical approach of contractor and other important factors required when awarding the contract to ensure the right agency is in place to bring high quality training.
