◙ Preamble: Financing local government involves raising an adequate income in order to meet its expenditure on community service. In many transitional and developing countries like Bangladesh, Local Government service delivery are either lacking or have not reached a satisfactory level due to limited financial resources and revenue bases, restricted financial market access and lack of proper institutional arrangement. Financial system or rural local government is not well enough. They have to depend on government completely. For that the central-local relation is becoming very much influential. Peoples as well as the local bodies are not interested in collecting tax. However, in most developing countries, the national government seems to be more effective than Local Government bodies in collecting tax.

◙ Objective of this study: The main objective of this study is to identify the various function of Union Parishad especially the financial functions. To find out various financial problems and weaknesses that Union Parishad faces and to understand the difference between theoretical study and practical. To mark out the situation of a particular Union Parishad especially the financial condition. To find out the rate of dependency on central government for finances and other activities. To identify the real central- local relation of a particular Union Parishad.
